I have examined the accompanying Ordinance intituled

An Ordinance to prohibit former Enemy Aliens from being within

the

Colony without a permit,

And I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2. The object of this Ordinance, which is based on instructiona

received from the Secretary of State for the Colonies, is to pro-

hibit any former enemy alien from coming and being within the Colony

of Hongkong without a permit from the Government, issued by the

Colonial Secretary.

3.

The definition of "former enemy alien" is in accordance with

the above instructions and has been specially drawn so as to exclude

Bubjects of new friendly states from such definition.
